The European Commission published on 5 June the European Semester “Spring Package”. This package includes a proposal for Country Specific Recommendations, a proposal for the Employment Guidelines, a communication on the Recovery and Resilience Facility and much more.
The policy guidance comes at a time of trade tensions and important other concerns, not least the war in Ukraine. It is closely linked to the Competitiveness Compass, the Commission’s five-year roadmap to boost the EU’s resilience and global standing.
The spring package also marks the first assessment of Member States’ progress under the revised economic governance framework and their fiscal-structural plans. The Country Specific Recommendations now include for all Member States a clear recommendation on investing in skills, on quality jobs and on social fairness. In a context where 80% of employers face problems due to labor and skills shortages, and where the Competitiveness Compass identifies skills as a key “enabler”, it represents a very important message.
