EU report on staffing levels in the EU and Norway

The European Commission published a report aimed to facilitate mutual learning on how staffing levels in healthcare are defined, implemented, used and evaluated across the EU Member States and Norway.

The report was prepared by the European Commission’s Expert Group on Health Systems Performance Assessment (HSPA EG), supported by the European Observatory on Health Systems and Policies. It builds on a survey providing insights on existing staffing levels in health systems (either at the system level or at the sectoral level), governance of such solutions, evaluation and links to health workforce planning, investment and training capacities. The knowledge gathered through the survey shaped overall conclusions highlighting that the effectiveness of the staffing ratios depends on context, the methods used to define them, and how they are embedded in a country’s wider health system goals and health workforce policies.
