UEHP Calls for a Modern European Healthcare Model in Ukraine

On 1 October 2026, at the invitation of the President of the Association of Private Medical Institutions of Ukraine, Serhii But, Oscar Gaspar, President of the European Union of Private Hospitals (UEHP), participated in the round table “The Future of Healthcare in Ukraine”.

“My main message was simple: Ukraine has a unique opportunity not simply to rebuild its healthcare system, but to build a better one – a modern European model where public and private healthcare work together for the same patient.
Public and private providers face the same fundamental challenges: shortages of healthcare professionals, ageing populations, growing demand, technological transformation and increasing financial pressure. The sustainability and resilience of our health systems therefore require us to mobilise all available resources.
Reconstruction also requires investment and investment requires confidence. Private investors do not need privileges; they need transparent, fair and predictable rules, a level playing field and the certainty that providers will not be discriminated against because of their ownership.

This is not only a Ukrainian issue. It is a European one. Europe cannot ask healthcare providers to invest, innovate and expand capacity while allowing unnecessary barriers that prevent some of those resources from contributing fully to patient care. Better access and quality for patients must remain the ultimate objective.”
