FHP presents 15 proposals to bring about a sustainable transformation of our healthcare system.
With the 2027 presidential election approaching, the Federation of Private Hospitals (FHP) has published ‘Health 2027: The Duty to Act’, a platform setting out 15 concrete and well-researched proposals to address the challenges facing our healthcare system. Sustainability, multi-annual planning, access to care, innovation, prevention and the attractiveness of healthcare professions: with this contribution, the result of several months of consultation with private healthcare establishments (general surgery, specialist medical care and psychiatry) and their professionals, the FHP calls for an end to compartmentalisation and for the recognition of all the components of a single, indivisible healthcare system, with one priority: to guarantee, on a sustainable basis, access to high-quality care for every French citizen throughout the country.
With 15 proposals structured around four key objectives – ensuring the sustainability of our healthcare system; guaranteeing access to care for everyone, everywhere across the country; transforming the healthcare system through innovation; and attracting, training and retaining healthcare professionals – the FHP has opted for a systemic approach that goes beyond sectoral interests. A single conviction runs through all these proposals: the priority is the patient and the care provided to them, and every euro spent must be a euro that benefits healthcare. Available resources must be allocated according to healthcare needs, the tasks carried out and the results achieved.
Among the proposals put forward by the FHP:
- To adopt a five-year health planning act to move away from annual management and provide clarity for stakeholders;
- To assess every euro spent in terms of the service provided, the activities carried out and the objectives achieved;
- Building a public health service based on the tasks carried out rather than on the status of healthcare facilities;
- Establishing a Regional Health Responsibility Pact involving all regional stakeholders around measurable public health outcomes;
- Turning every interaction with the healthcare system into an opportunity for prevention and developing a proactive approach;
- Make same-day treatment the norm where medically feasible (bearing in mind that the national capacity for day surgery stands at 82 per cent);
- Or make adapting to climate change a strategic priority.
