Public and Private mix in the Romanian healthcare – 2025

The Romanian Employers’ Association of Private Medical Service Providers PALMED is about to release a position paper called “Public and Private mix in the Romanian healthcare in 2025 – A European partnership model for equity, efficiency, and balance. Together for a stronger medical system“.

This position paper supports the preservation of a model of incremental development of healthcare legislation and regulations, which allows for the adaptation and development of public and private
(P&P) insurers and providers within a predictable framework.

Executive Summary (extract)

The Romanian healthcare system has undergone continuous transformation over the last 20 years, leading to a mixed public and private (P&P) system in which over 50% of outpatient medical services provided to publicly insured persons are provided by the private system.

P&P mix models are a reality of the best-performing systems in the world and Europe, for example, France or Germany. Equity and efficiency are the main topics of discussion in the approach to the public-private mix in health, along with universality, access to quality care, solidarity, sustainability, and patient satisfaction.

The conceptual framework of the system analysis reveals that the public system has more chances to ensure equity, while the private system has more chances to ensure efficiency. Hence, there is a need for the mixed operation of the two systems, with the declared desire to maximize the two components: equity and efficiency.

This position paper supports the preservation of a model of incremental development of health legislation and regulations that allows insurers and public and private providers (P&P) to adapt and develop rapidly within a predictable framework.
