The FACTBOOK 2025 acknowledges the existence of cross-cutting problems for private healthcare providers in Europe, with emphasis on the general increase in costs, the lack of human resources and regulatory instability in the sector. “Hospitals in Europe are in crisis. A funding crisis, a recruitment crisis, difficulties in fulfilling their responsibilities while maintaining high quality service provision,” the document states.
The Factbook 2025 also warns of ‘the real danger of deterioration in health services,’ highlighting pressure on human resources in the sector as one of the most critical elements. ‘Across Europe, the difficulty in recruiting a new generation of healthcare professionals is putting the system under pressure.

“Before a patient can be prescribed a treatment, a complete anamnesis is essential. The same applies to health systems: before we design development strategies, we must understand the current landscape — what our strengths are so we can build on them, and where the vulnerabilities lie so we can address them effectively.
UEHP Factbook 2025 offers health professionals, institutional partners and the public exactly this kind of comprehensive overview — a clear picture that can guide future investments and strategic decisions.” Cristian Hotoboc, President of the Romanian Association of Private Medical Service Providers (PALMED) and Vice-President of UEHP
“Across Europe, health and access to healthcare are a priority for citizens. The Factbook highlights the major role played by private hospitalization in European healthcare systems. Status is irrelevant: responding to the healthcare needs of the population must be the top priority!” Béatrice Noëllec, Director of Institutional Relations and Social Watch of the French Federation of Private Hospitalisation (FHP) and Vice-President of UEHP
