UEHP presents its 2025-2027 Board members

PRESIDENT OF THE BOARD

Oscar GASPAR was unanimously elected President of the European Union of Private Hospitals (UEHP) in a vote held on 31.01.2025 in Paris.

Oscar GASPAR holds a degree in economics and a postgraduate qualification in public management. He began his career in investment and commercial banking before transitioning to public service, where he served as Chief of Staff to the Portuguese Secretary of State for the Budget.

From 2005 to 2009, he was an Economic Adviser to the Prime Minister, followed by his appointment as Secretary of State for Health from 2009 to 2011. He later joined Merck Sharp & Dohme – Portugal as Director of External Affairs, a position he held until August 2016.

Currently, Oscar Gaspar is the President of the Portuguese Association of Private Hospitals (APHP) and serves on the Board of the Confederation of Portuguese Business (CIP) as well as the National Strategic Health Council of CIP. He is also a member of the Portuguese Economic and Social Council and the National Health Council.

Within the European Union of Private Hospitals (UEHP), he served as Vice President from 2021 to 2023 and again from 2023 to 2025. He has now been elected President of UEHP for the 2025-2027 mandate.

VICE-PRESIDENTS

Cristian HOTOBOC graduated from the Academy of Economic Studies, Faculty of International Economic Relations, in 2000. Since 2007, he is President of the Association of Private Medical Service Providers (PALMED). PALMED supports Romanian private health providers, as well as the right of patients to access quality medical services at an affordable price. Since 2010, he is also President of the Alliance for Health in Romania. He has been an active member of the Board of the European Union of Private Hospitals (UEHP) as a Board Secretary and is now UEHP Vice-President.

Béatrice NOËLLEC is currently the Director of Institutional Relations and Social Watch of the French Federation of Private Hospitalisation (FHP). She is also General Delegate of the Fondation des Usagers du Système de Santé, which promotes health democracy and the recognition of the place and role of patients, hosted by the Fondation de France. She has worked in many institutions, such as the National Assembly and the European Parliament, and has been an advisor to the Minister Roselyne Bachelot in the different ministries she has been in charge of: ecology and sustainable development, health, and solidarity/social cohesion.

SECRETARY

Luis MENDICUTI has a degree in Law and a degree in Business Administration from the University of Alicante and a Master’s Degree in Health Law from the CEU San Pablo University. Between 2016 and 2019 he was responsible for the Legal Department of ASPE (Spanish Private Health Alliance). Afterwards, he worked as a legal advisor in OMC (Organización Médica Colegial), the public law corporation for the co-regulation of the Spanish medical profession.

Since October 2021, he is the Secretary General of ASPE. Luis MENDICUTI is also a member of the Board of Directors of CEOE (Spanish Confederation of Business Organizations) and Secretary General of Spaincares, a health tourism cluster.

TREASURER

Stefan GÜNTHER has been working in service management for more than 3 decades, most of the time in private health care companies. He studied electronics and business administration and is now Managing Director of eight rehabilitation clinics in Austria, thus representing one of the largest private healthcare providers in Austria.

His areas of expertise are operational management, change management and the further development of services. In the Association of Austrian Private Hospitals, he has been Secretary General since 10 years, chief negotiator of collective agreements for private hospitals and a member of the board of directors of the UEHP. Since last week, he has also taken over the function of treasurer of the UEHP.

MEMBERS OF THE BOARD

Eleni ANDRONI is a lawyer, member of the Athens Bar Association and the French-speaking Brussels Bar. She is the founder of an Athens based law office which provides litigation and consulting services mainly to health care providers and medical equipment suppliers. Her field of expertise is health law as well as administrative and competition law. She holds a degree in Law from the University of Athens and a master’s degree (LL.M) in European Law from the University of Leiden (NL).

She is the Legal Counsel of the Greek Private Hospital Association since 2012.

Dr. László ARGAY is President of the Hungarian Union of Private Hospitals. He graduated from the University of Debrecen Medical School, then passed a specialist examination in obstetrics and gynaecology. He passed a PhD degree during his clinical work.

He is also a member of GTT (Scientific Board of Economics), an advisory board to the Hungarian Government. He is also owner of a private clinic in Miskolc, providing in-patient and out-patient care.

Alice BASIGLINI is an epidemiologist, with a background also in Political Science. She has over ten years of experience working at Agenas, the technical-scientific body of the Ministry of Health in Italy. For the past four years, she has been working at Aiop, the Italian Association representing private healthcare, where she serves both as a researcher at the Center for Studies and as the liaison for international relations.

Piotr GERBER, Dr Hab. Arc., is an Architect specialising in hospital design and modernisation. He is the owner of the VITA multifunctional outpatient clinic in Wrocław, Poland, and member of the Board of the Polish Association of Private Hospitals (OSSN).

He is the author of more than seventy scientific publications in Poland and abroad, as well as the co-author of two encyclopaedias on industrial architecture, the history of technology, and hospital design and modernisation.

Dr Mate IVANCIC is a medical doctor with a master’s degree in healthcare management. From 2012 to 2018, he was Managing Director and then Regional Managing Director at the Helios Group before becoming Managing Director of the New Business Segments at the Helios Group and Fresenius.

He is at present Chief Executive Officer of the Schön Klinik SE (International), Germany’s Top 4 private hospital groups and Vice-President of the German Federal Association of Private Clinics (BDPK).

Prof. Gabriele PELISSERO is Professor of Hygiene and Healthcare Management at the University of Pavia in Italy. He has been elected President of the Italian Association of Private Hospitals (AIOP) for a four-year term (2024-2028).

He is President of the Lombardy Cluster for Life sciences, Vice President of the Italian Association of Hospital management Practitioners, President of the “Sanità Futura” Foundation, President of “Confindustria Lombardia Sanità e Servizi”, President of the Lombardy Academy for Public Health.

He is the author of more than 200 scientific publications in national and international journals, of Scientific Treatises and Monographs on healthcare planning and organization. His scientific activity mainly concerns Epidemiology, Healthcare planning and management, the evaluation of health systems and services.

President of the UEHP General Assembly

Kostas STERGIOPOULOS is the Chief Operating Officer at Metropolitan, a member hospital of the Hellenic HealthCare Group, the largest healthcare provider in Greece. Previously, he held senior positions in both the private and public healthcare sectors in Greece.

During his 18-year stay in the United States, he held management positions in large private and public hospitals and taught statistics and informatics at the University of Texas. He holds an MBA and degrees in psychology and mathematics from the University of Texas at El Paso.

Kostas STERGIOPOULOS is a member of the Greek Association of Private Hospitals and President of the UEHP General Assembly.
